Maybe Freeport?  They rent big party boats out of Freeport, maybe you mean something small and recreational?  Bay Shore has a lot of boat acitivity, too.  You could rent paddle boats out of most of the parks with lakes.  Maybe call around to the marina's in the towns you want to launch from, they'd know someone or a business that would want to rent.
