I think it's because there is no space between towns anymore, and there are so mNy houses developed that it's hard to use natural boundaries as city/ county lines. I had a friend who had a house half in menlo park half in atherton. My mailing address was Palo alto growing up, but attended menlo park schools. It's all convuluted. Oh and sm23 the richmond borders Stupify me. As I drive up 80 I go through my town, Richmond, san Pablo, then I'm back in Richmond again ?! Soo weird.
