Good dinner place downtown / Seattle Center?

Hi!!  I'm a Portland nestie coming up for a concert this week, we will only be there one night, and just looking for a decent place to eat dinner(maybe happy hour?), hopefully right on the water?  We are staying right by the Seattle Center and would love a fun place within walking distance.  Our hotel is by a McCormicks but we have a ton of those in Portland and would love a fun new place for dinner.

Someplace we could wear "dressy jeans and a sweater", steak and seafood, full bar, dinner for 2 and 2-3 drinks for around $100.  Any suggestions?  We ate years ago at a restaurant right on the water and they had a huge open deck, by Pike market I believe, DH and I still have fond memories (but we don't know the name!)
