Some of this is. Bleach is Sodium hypolchlorite, and peroxide is Hydrogen Peroxide. They're different compounds and are used for different things.
Hydrogen peroxide is an oxidizer. Due to it's low concetration (3%) it's a handy household cleaner - as long as it hasn't sat around for a while. It decomposes over time and looses it's strength (by reacting with the environment). So, if you've had it around for a while (opened) it's probably no good as a cleaner.
Bleach is a base (as oposed to an acid,like vinegar). It's more corrosive in the consumer state and has the potential to form noxious gases when combined with ammonia.
I'd say they're both good cleaners, depending on what you need them for.
