For cell phone rates check with your provider for any extra fees. Cellular at Sea is $2.49 a minute, turn off data unless you are actively using it. Check for ports too, my phone plan is still in network in San Juan, pr and the US Virgin Islands.
using their computers for web or your own wifi device (laptop/tablet/wifi on phone) onboard is slow and $0.65 a minute, you can buy packages that drop the per minute cost.
Ask crew members which ports have free wifi/decent Internet cafes, we've been to several that you can even access wifi from your balcony /up on deck while in port.

The Internet Cafe/Workstation
These stations provide access to e-mail and the Internet, plus direct connections to favorite websites for stock, sports and entertainment updates. You can also send virtual postcards while at sea, and in ports-of-call worldwide. If you don't have an e-mail account, you can also establish one onboard.
